Thank you. Just to confirm are you trying to turn off or deactivate the built in answering machine of your cordless phone?

nO. tRYING TO TURN OFF THE MESSAGE ADDED ONCE A COUPLD OF MONTHS AGO BY att FOR THEIR
VIOCE MAIL SYSTEM. TWO DIFFERENT TIMES ATT HAS TRIED TO CHECK THEIR SYSTEMS, AND INSIST THAT THEY HAVE REMOVED ALL OF THEIR MESSAGES, YET MY PHONE SCREEN SAYS ALMOST ALWAYS "NEW VIIOCE MAIL. pRESS VM" EVEN WHEN THERE IS NO MESSAGE FROM ATT OR FROM MY BUILT-IN PANASONIC PHONE. AND MULTIPLE SHORT BURSTS OF DIAL TONE COME ON WHEN I TURN ON THE PHONE--AS IF TELLING ME THERE IS A VOICE MAIL--BUT THERE IS NONE.

Ok but do you still have an active voice mail subscription to AT&T?

NO. OF COURSE NOT. THAT IS WHY I HAVE TWICE ASKED THEM TO CHECK AND BE SURE THEY HAVE REMOVED EVERYTHING OF THEIRS. I ONLY ADDED THEIR SERVICE FOR A SHORT TIME WHEN I COULD NOT GET THE PANASONIC SYSTEM TO WORK--THEN CANCELED AND REMOVED THE ATT SERVICE ONCE PANASONIC WAS AGAIN WORKING.

To start I had to hold # for 5 seconds to get rid of the voice mail, press vm, message. Then I get the screen message VM detection with OFF highlighted.

Yes, and the ,multiple short bursts of dial tone suggesting a voice mail is present--but none is present.

If you are seeing a message on the screen of your cordless handsets that you have a new "Voice mail", then that should mean that you DO still have the AT&T Voice Mail system answering your calls and storing the messages there and not on your phone. The VM tones that your hearing only means the voicemail is still activated by ATT

I started by telling you that ATT twice, including today, has checked and says none of their system or messages remains on my modem or phone. They insist it is all from the Panasonic system.

It is very odd that you'll get a VM tones and new Voicemail if its already deactivated from their end.

On most Panasonic phones the VM indicator has become a common issue. The indicator lights up even without a VM on a KX-TGD223 model, please try to do these steps:
NOTE: If the handset still indicate there are new messages, turn it off by pressing and holding # until the handset beeps.
Press and hold FIND/LOCATOR (#3 on picture below)on the base for five seconds.
Note: The handsets connected to the base will start to beep, however, keep pressing for five seconds.
A beep sounds and the message alert tone is reset.
Make sure to turn off the Answering System. Press ANSWER ON/OFF (#5 on the picture)to turn off the answering system.

Not satisfying. Short bursts of dial tone followd by continuous tone still htere. After using phone and hanging up the Voice Mail message reappears--it does stay away once # is held down until handset beeps, but it comes back as soon as the phone is usewd again, so still must be removed repeatedly and dial tone still signals a VM is waiting! The problem is not really resolved.

Try to reset the Unit and deregister the handsets. You may need to set it up/register again after resetting. This could solve the problem this time.
To deregister a handset, follow this procedure;
1. On the handset press [MENU]
2. Press the [▲] or the [▼] button to select "Initial setting" then press [OK]
3. Press the [▲] or the [▼] button to select "Registration" then press [OK]
4. Press the [▲] or the [▼] button to select "Deregistration" then press [OK]
5. Press [3] [3] [5] then press [OK]
6. Select the handset(s) you want to deregister by pressing the desired handset number [1] to [6] then press[OK]. The selected handset number(s) flashes. To undo a selection, press the handset number again. The number stops flashing.
7. Press the [▲] or the [▼] button to select "Yes" then press [OK]
8. Press [OFF]
You can take out the batteries from the Handset/s and unplug the base unit from the power at approximately 20 minutes. Once its done, place back batteries and bluc in the Base unit and continue registering the Handset/s.
To register a handset, follow this procedure;
1. On the handset: press [MENU]
2. Press the [▲] or the [▼] button to select "Initial setting" then press [OK]
3. Press the [▲] or the [▼] button to select "Registration" then press [OK]
4. Press the [▲] or the [▼] button to select "HS Registration" then press [OK]
5. On the base unit: Press and hold [LOCATOR] for approx. 5 seconds. (No registration tone)
Note: If all registered handsets start ringing, press the same button to stop. Then repeat this step.
IMPORTANT: The next step must be completed within 90 seconds.
6. On the Handset: Press [OK], then wait until a long beep sounds.
Note: While registering, "Base in registering mode" is displayed on all registered handsets.
7. Once registered and phone is usable, check if you still get that VM waiting alert.
